Public notice: Albemarle County Service Authority to hold public hearing on rate increases on June 18

In Virginia, online and print information outlets can both get paid to publish notices that Virginia and federal law require to be placed in a “newspaper of record.” All of the ways to qualify in Virginia are in the state code.

Town Crier Productions has no interest in that particular revenue source, but is very much interested in amplifying these notices and providing context.

After all, that sort of thing is kind of called for in the name of the company. The mission is to try to explain what’s happening while reporting changes in the community. These notices help toward that goal.

For instance, households and businesses on public water and sewer in Albemarle County pay their rates to the Albemarle County Service Authority. They should know that there is a public hearing on June 18 for proposed rate increases and connection fees.

That includes two different charges intended to help pay for infrastructure required to deliver treated water and remove wastewater to customers.

The first is a system development charge to cover the ACSA’s costs. In the current fiscal year, that’s $2,100 for each water connection and $3,300 for each sewer connection. The proposed budget increases each to $2,300 and $3,600 respectively.

The ACSA and the City of Charlottesville are the two customers of the Rivanna Water and Sewer Authority which operate the reservoirs, water treatment facilities, and the Moores Creek Water Wastewater Treatment facility. The RWSA incurs debt to pay for upgrades required for both increased capacity and regulatory requirements.

The ACSA charges a “RWSA Capacity Charge” and in the current fiscal year these are $5,300 for water and $4,300 for wastewater. The FY2027 budget anticipates that increasing to $5,900 for water and $4,300 for wastewater.

Rates are increasing as well in the draft budget.
