Public Notice: Waitlist opening for Scottsville Apartments; Albemarle County property tax relief

There are many sections of local, state, and federal law that require the publication of notices in newspapers of public record. Charlottesville Community Engagement is not one of these but a major purpose of Town Crier Productions is to spread information as far as possible.

For instance, Albemarle County published a notice in the October 11, 2025 Charlottesville Daily Progress telling property owners about a real estate tax relief program.

“Albemarle County is pleased to offer real estate tax relief for certain elderly and/or permanently disabled persons,” reads the public notice.

The deadline is October 31. To be eligible must be either over the age of 65 or certified as partially or permanently disabled. Two other criteria must be met:

  • Combined total income (from all sources) for 2024 is no more than $97,650
  • Combined total net worth of all owners and their spouses must not exceed $312,000 as of December 31, 2024.

Albemarle County’s Office of Housing has announced the waitlist for the subsidized Scottsville School Apartments will open on November 7 and will close on November 14.

“The historic school property was renovated in 2012 into 34 homes for seniors 55 and older and for people with disabilities,” reads a section of the Piedmont Housing Alliance’s website.

All applications to be on the waitlist must be made digitally. If people need assistance, the Office of Housing will be open on November 10 from 10 a.m. to 4 p.m. The portal must be used at all other times.

Rent at Scottsville School Apartments are lower due to vouchers managed by the Albemarle County Office of Housing.

“Due to the high demand for vouchers, all ACOH’s waiting lists are lottery-based,” reads a public notice in the October 14, 2025 Charlottesville Daily Progress. “Once the waiting lists close, complete applications will be sorted, at random, and a fixed number of applicants will be placed into the spots that are available.”

  • Southwood Charlottesville LLC is seeking general contractors to submit proposal for Southwood Development Village 3.3. There will be a walkthrough of the site on Hickory Street on October 16. The work will see the completion of this section and will involve “erosion and sediment control measures, site grading, stormwater, water & sewer infrastructure, curb and gutter, sidewalks, as well as stone base and asphalt paving.” To request more information on the plans, ask at the website of Roudabush, Gale, and Associates.   • The Charlottesville-Albemarle Metropolitan Planning Organization will hold a public hearing on October 22, 2025, for an amendment to one of the many documents used in planning transportation projects. In this case, there are two changes to the Transportation Improvement Program but the website listed in the October 9 Daily Progress advertisement does not have any further information about what amendments #12 and #13 would do. But do not fret! #12 is related to transit funding and so is #13. (see the notice)
  • There will be a public auction for the sale of 1218 Agnese Street in Charlottesville on October 24, 2025, as part of foreclosure proceedings. The structure is a three bedroom house built in 1960 in the Locust Grove neighborhood. Details were published in the October 14, 2025 Charlottesville Daily Progress. (learn more)
