The Fluvanna County Board of Supervisors voted 4 to 1 in March to approve a special use permit allowing for the firm Tenaska to build a second power plant fueled by natural gas. Learn more from Heather Michon in the Fluvanna Review.
The project as well as a 1.8 mile transmission line also require approval from the State Corporation Commission in the form of “certificates of public convenience and necessity (CPCNs).
According to a public notice published in the September 15, 2026 Charlottesville Daily Progress, the power plant itself will generate 1,540 megawatts and requires the connection to an existing substation. The power plant will cost $2.4 billion to build and the “Gen-Tie” line would cost $74.5 million.
“According to the Application, the Project is needed to address critical reliability concerns, and without it, there would be fewer options to meet rapidly growing electricity demand,” reads the notice. “The Application further asserts that the Project would increase system reliability by adding over a gigawatt of new capacity that would increase reliability to local and regional systems, and would lower capacity prices by closing the gap in the resource adequacy shortfall.”
The notice also states the project will generate $247.7 million in tax revenue over a 30 year period.
The SCC will hold a telephonic public hearing on January 12, 2027 at 10 a.m. Anyone wanting to be a witness has until January 6, 2027 to put their name down to submit testimony.
