In January, the Albemarle Board of Supervisors approved a request from Elemental Ecotech to fill in the floodplain to be able to construct a building on a 7 acre parcel of land on Franklin Street. The roadway serves a geographic boundary between the county and the City of Charlottesville.
At the time, the developer did not have a specific site plan in mind but Meridian Civil Survey has has submitted one on their behalf for four two-story light industrial buildings in a project titled Woolen Mills Light Industrial Park Phase 3.
One of the conditions of the approval is that stormwater has to be treated for phosphorus reduction at twice the required level. Another is that the developer must apply for a revision of the Federal Emergency Management Agency’s official floodplain map within six months of completing the fill.
As part of Albemarle’s land use process, a total of 18 letters have been sent to adjacent property owners.
“This project is considered ‘by-right’ which means that it the proposed plans meet the minimum requirements of the County’s zoning, site plan, or subdivision ordinances, they must be approved,” reads the June 25, 2026 letter. “Recognizing the importance of public comment, we encourage you to reach out to the lead reviewer to express any concerns or questions that you have regarding the application.”
According to the county’s Civic Access portal, the site development review process must be completed by July 17, 2026. Take a look at the application in the portal.
